Job Title: Budget and Appropriations Specialist

Primary Purpose:
To provide the Government Affairs department and the Center for Park Management (CPM) with top quality research, analysis, and strategy on National Park Service budget and Congressional appropriations.
Essential Functions:
- Research and analysis of the budget for Department of Interior, National Park Service, and individual parks, as well as Congressional budget and appropriations. Development of strategies for sustainable funding for the National Park System. Create fact sheets, reports, charts, and documents for educating members of Congress, allies, and the public about national park budget issues. Works closely with Government Affairs Department, CPM, and other NPCA departments, including regions and communications. 80%
- Assist the Government Affairs Department on priority legislative issues through legislative analysis as necessary. 10%
- Perform other tasks, such as materials preparation, Hill “drops,” and legislative events that help Government Affairs officers communicate with Members of Congress, NPCA membership, allies, and media. Assists with and conducts lobby visits as needed. 10%

Tour of Duty:
35 hour work week, Monday-Friday
Scope of Position:
Interacts with all departments within NPCA, especially the Government Affairs staff, regional and field offices, and Communications staff, as well as staff in Congressional offices and staff in the National Park System.
Job Qualifications:
Strong interest in working to protect America’s national parks alongside a team of dedicated government affairs professionals. Bachelor’s Degree or equivalent experience preferred in finance, business, political science, public policy or conservation related field; advanced degree or equivalent experience highly desirable. Minimum three years professional employment in positions that involve research and writing on public policy issues and/or government decision- making. Knowledge of the federal government budget and Capitol Hill experience a plus. Demonstrated ability to write clearly and concisely and to conduct research reliably using the internet, phone, and libraries. Experience in national parks, other public land issues or related fields highly desirable.
